In Chrome, here is how to resolve this issue...
- If you get a message saying that the file has been blocked, go to your download history (Ctrl-J).
- There you should find the file that was downloaded and a button called "Keep dangerous file".
- The files available here are not dangerous files, so click the button and then "Keep anyway"
- You can then click the button "Show in folder" and then you can run the file.
